Délivrance des certificats de conformité, une batterie de mesures pour renforcer la transparence

Il s’agit d’un ensemble de dispositions visant à consolider le dispositif sécuritaire de mise sur le marché des produits destinés à la consommation.
C’est une Circulaire du Directeur Général de l’ANOR signée le 01er avril 2015 qui définit le cadre d’application du processus de délivrance du certificat de conformité. Charles Booto à Ngon justifie cette décision par une volonté de donner plus de transparence et de lisibilité aux opérations techniques dans la perspective de la mise en œuvre du Programme d’Evaluation de la Conformité Avant Embarquement des produits à destination du Cameroun. Ces mesures concernent :
La création au sein de l’ANOR d’un Comité Tripartite (représentants des secteurs public, privé et de la société civile) de validation des opérations relatives à la délivrance du certificat de conformité (documents d’importations, résultats des inspections, des analyses et des essais) ;
La réalisation des inspections au port et en collaboration avec les services des douanes et la Société Générale de Surveillance (SGS) pour tous les produits importés, réputés sensibles, avant leur sortie des entrepôts de la Direction Générale des Douanes (DGD). Une liste de ces produits sera périodiquement élaborée par l’ANOR et les administrations concernées ;
La présentation d’un certificat de conformité avant la levée de ces marchandises réputées sensibles ;
La systématisation de l’évaluation de la conformité des produits fabriqués localement et soumis aux normes d’application obligatoire en vue de la délivrance des certificats de conformité avant leur mise sur le marché.
A titre de rappel, le certificat de conformité est délivré par l’ANOR sur la base de la vérification des documents des importations, des résultats des inspections, des analyses et des essais réalisés par les laboratoires accrédités, nationaux ou étrangers, agréés par l’ANOR. Sont concernés par cette procédure de certification, les produits fabriqués localement ou importés. Il es question de s’assurer que ces produits ne présentent aucun danger pour la santé et la sécurité des consommateurs.
A travers ces dispositions, le staff dirigeant de l’Agence des Normes et de la Qualité renouvelle ainsi son engagement à la politique des Grandes Réalisations devant conduire le Cameroun vers l’émergence en 2035.
